Well it is only half past five ish so there's plenty of time left for todays u-turn.
Is that plucking foreign doctors from health care systems that desperately need them there? or tempting the doctors that have given up here that changed career to school teacher or member of the fuzz and the like?

People do kinda have agency to work where they want. Do we regard Australia and Canada as stealing British doctors and nurses that go there to work?
I believe the point is, limit Dr training places, cut support for the less privileged, then pass the problem on to another health service whilst facilitating the privatisation of the nhs helping your pals recruitment agencies with quick visa's and higher hourly rates than ordinary.
create a problem, and capitalise by providing an expensive solution that pays you handsomely, because "we believe in our nhs" etc.
