SEO is very subjective Danny. Don't be fooled by anyone selling a panacea one shot cure all type of tweak/package.
You are best reading around on some SEO sites for the engine/site you want to be ranked higher in and applying changes yourself incrementally.
The vbulletin software is used quite widely as far as I can see. Have you checked if there is a user submitted section on the main site or anything for custom submitted free scripts? Someone is bound to have had a pop at writing a free version of pretty much everything there is a non-free version for.
You could have just spent £35 on a decent php book and invested some time in learning the codebase/api
Upgrades then only cost the time you invest yourself coding and testing!
