Changes in population will inevitably have an impact, but we have to be careful how we discuss this for a number of reasons:
a) You identify people based purely on their language skills. They could be tourists, they could be UK citizens, they could be run of the mill immigrants, or they could be refugees. I kinda suspect that you have no idea which they might be.
b) I understand that it's part of May's "hostile environment", but don't you think it's grim that the health service is even bothered about where people come from or whether they have a right to be treated, rather than just treating people according to their need? Isn't the latter more in keeping with the whole ethos of the NHS?
c) It's well documented that migrants as a whole generate more for the exchequer than they consume, in large part because they tend to be of working age so don't consume as much as other people. So, the problem for migration (and the changes in population you mention) isn't the migrants but the government not spending the excess these people provide them to improve the service. For refugees, this would be helped enormously, for all concerned, if the ban on them working was lifted so they could start contributing the moment they arrive.

What is your goal?
A: To safely claim asylum in a safe country in the quickest or safest way possible
OR
B: To focus on a dangerous, frighening and life threating adventure to get into the UK
If the answer is A then i can perfectly understand that person even obtaining a European passport and then using that passport to work in the UK. No issue whatsoever...legal, understandable and fair.
If the answer is B then i do not believe that in most cases this is in any way logical.
What kind of people bring their small children onto dinghys when they could apply for asylum elsewhere? It makes no sense at all.
Now, im not saying ALL these people are bad. I am saying i believe MOST have ulterior motives...
What makes someone a refugee? Could we all say we are refugees and head off to Barcelona to claim asylum because we like the idea of living there?
I remember there were a number of pregnant women flying in, giving birth and flying out of the UK. So much so that it was in the news quite freqently not too many years ago.
You think its fair they can do this? I dont.
It may be 'documented' that migrants generate more capital than they "consume".
How is it possible to document this? Many people will be earning (maybe criminal activities) cash in hand and sending this money back outside the country.
There is no way of knowing...especially in the US where these people disappear.
Thats rather racist. The same theories can be used for any race.
