As much as I dislike him, I don’t think he’s reached Putin or Bibi levels of evil in terms of actions (yet). He seems to be of the same mould as them though, definitely has the potential.

I honestly don’t know if your point is that rapists should get armed protection, or people should be protected from rapists.
