I've always thought that was an argument that centrists put about to try and escape criticism - I mean, as an argument that is only true if "boring competence" is on offer, which has rarely been the case at central government level in the UK for thirty years plus.
Most people want good and effective government, but our system (especially here but in the US as well) offers options that are not going to offer it, because they are fully part of a failing political system and do not promote candidates who would have the capability or experience to deliver the necessary change (they do occasionally promote candidates who know it has to change, but they rarely get anywhere).
So the choice ends up between those who will deliver failure, or those who will really wind up those who deliver failure whilst delivering even more failure themselves. Amazingly the people who deliver failure actively want that choice because they think it makes the sane people have to vote for them as opposed to Trump / Le Pen / Meloni etc.
