Could Sue Gray withhold her report, until the Net have investigated fully, then release, thus meeting the Mets wishes about Investigation and honouring the credibility of her own report?
 
For a start, Gray isn’t any kind of official investigator; nor would the people accused been given their rights or dealt with according to PACE and human rights law.
1. Yes she is. She has been taken 'off-line' to do the investigation. I was an 'Internal Investigator' in the Government Department I worked in. Taken off-line 100% to conduct any investigation.

2. An investigation is just that. Obtaining information, collating it all together, and submitting a report to senior officers. It is senior officers who decide if a criminal activity has taken place. If it HAS, then you move on to '3' below.

3 If it is deemed that a criminal activity has taken place, then matters proceed under PACE 1984 advising an individual of their rights, and arranging an interview under caution.

It is no more complicated than that. However, in the present case, it is very unusual that the Police have stepped in and stated what they have regarding the content of the report, before the report has been published. I believe the correct procedure should have been that a) the full report should have been submitted and published; b) in the light of the contents, the Police then consider whether the law was broken in any instance; and c) if the law was broken, then they proceed to taking what action is deemed appropriate in the circumstances.

Are you suggesting that Sue Gray has interviewed people under PACE?

I really worry if any civil servant have been knowingly interviewing people for criminal offences under PACE tbh. For a start when it’s all within the workplace it’s manifestly unfair (due to the overlap between criminal law and disciplinary matters at work).

Secondly how much experience, ability, capability or support is she (or anyone) going to have to investigate criminal matters? Probably not a lot - it might suffice for seeing if parties occurred but not much more than that.

Read what I posted again. I did not say that, nor did I suggest that.

First of all, gather information.

If a criminal offence committed, then it proceeds to PACE 84. She would not have been handed the job of doing the investigation without the proper training. At my lowly grade, HEO, we were still, after training, empowered to conduct interviews under caution (either taped or written) under PACE 84. I am in no position to know whether she has conducted any interviews under PACE, or not.

On occasions, after Investigators submitted the report to senior officers, the senior officers would contact the Police if the misdemeanor was of sufficient gravity, and the Police would conduct the interview under caution under PACE.
