I've always wondered : from whom does the government borrow money ?

I dont get why the deficit has been massively reduced, but the total debt hasnt.

Did we have a war I missed ?

No mate, Debt is the consequence of us running the country at a deficit (we spend more than we earn) which means we borrow to keep spending, which produces debt. While a deficit exists it keeps adding to the debt, which is why it is still going up. Reducing the deficit means we are moving in the right direction to balance or recover our overspending. Eventually when the deficit is reduced to zero and our country running costs produce a surplus, that will then start to pay off the debt.......until the next Labour Government starts borrowing and overspending again.......
 
You don't understand much about economics, do you?

I've told you before about deficit spending. You obviously didn't read it.
