He might respectfully disagree but he enacted legislation that made it illegal for everyone in the country.
He either didn't intend that but didn't revise it, despite it being a curtailment of everyone's rights and liberties or he meant to legislate for it, applied it to everyone else,but felt it didn't apply to him.
"I'm just too nice a guy" is not really a credible defense here.
