Saying Patel criticises kneeling as gesture politics is correct, though it’s very hard to see what she’s done positively about the issue behind kneeling.

It depends what you mean by "against racism". You're right that there's no policy evidence they are against it (as MPs they are basically hamstrung as to what they can and can't do anyway due to party politics, so that's always a shaky criticism to level IMO), but I don't follow the argument you have to prove you're against racism by taking some sort of stand or action.

I wouldn't take a knee, you wouldn't find me at rallies or demonstrations, but I'd still say I'm against racism by simply not being racist and teaching values to my children etc. I don't need to prove it to everyone.

I think it's possible, and indeed probable that Kwarteng/Patel et al. are against racism* but not anti-racism campaigners. Which would describe, well, most people in the UK.

*(well, a strong argument can be made against Patel in terms of xenophobia and just in general being hateful towards the disadvantaged in society, as in she seems to take a perverse pleasure in being anti-immigrant to a cartoon super-villain extent, but anyway.)
