I'd say a Mandarin is a permanent Civil Servant, like Mark Sedwill.

Cummings advice would be to front it up as the backlash will lead to flouting of the rules and a “herd immunity” situation. Will give them a excuse to “succumb” to the demands of the British people to ease the lockdown more quickly

He's not a "mere advisor". After Boris Johnson he is the second most important person in the government and it's circle. He may even be more important than Johnson, as he is the one who's policies they are following.

Cummings would have survived the first story but once the follow-up stories came then it doesn't take a genius to know what the score is.

Johnson not "accepting his resignation" at this point is stupidity.
