Now, on the assumption that Boris Johnson doesn’t spend his days trawling through some database compiled by the CS to record personnel type issues, who should have brought this to the PM’s attention before she was appointed ?.....

Presumably the PM appointed her in the knowledge of what has previously happened, because he is a politician making political decisions.

The Cabinet Secretary would have done what he was meant to do. He is the Cabinet Secretary after all.

Thanks, I had previously read that the government and the CS were at odds over this regarding functionality and cost, which invariably results in slippage. We should still do it in my opinion because we really do have the technology....but we will see.....

So does that mean that the Cabinet Secretary would have told Boris, but he appointed her anyway. So, why didn’t the Cabinet Secretary offer his own resignation rather than allow Patel to be allowed into the HO to bully CS staff (allegedly)....

Yes that would have protected those staff, wouldn't it?

I have no idea what point you're trying to prove here, but if I just say the Civil Service are a bunch of deep state wreckers determined to sabotage the saintly efforts of Dominic Cummins, Boris Johnson et al from ushering in a new golden age... would that make it stop?
 
Just when Brexit detail is being ironed out up pops Patel with all her misdemeanors... What with this cold virus and Patel it's a case look here, not there.

It's over there, oh no its not...
