No, he was a bully who enforced his word over all objections.

He pushed through the Tube PPP despite bitter objections from Livingstone and the head of TfL (who’d have to live with the consequences of it) and all economic sense. Had Johnson (!) not got London out of the deal then billions would have been wasted.
