They have no complex project management background for the work to achieve net zero that I can see…unless the government are just hiring the guy in charge for some purpose…..

Having worked for the dark side of the Force (Fortune 100) a couple of times in various capacities, I assure you that most of them are as self-delusional as your former PM.

My favorite story from across the years is showing Glengarry Glen Ross to my boss, who totally missed the point and proceeded to show the (in)famous scene to new trainees, entirely missing the point that this was satire.
