Do you know what an immediate threat to life means? It means an immediate decision and response needs to be made to save lives. It's not an intent to kill, it's an intent to stop the threat to the lives of innocents.

"Judged" means to take time to make an evaluated, considered, decision. Judgement takes place after the event, not during it...

tbh, I was thinking more of the young Gobshi sorry offenders who seem to commit crimes, get nicked...if they're unlucky...and are back out in a couple of hours doing the same. If they get fines, they don't pay them and no lesson learned.
