Who else were they going to sign? They weren't in the Champions League so they had to get a certain type of player. Some of those signings were relative flops, too. Gameiro didn't fire at PSG like he did at Lorient.

Motta was only bought in January. Pastore needs another season IMO. Whereas Matuidi and Menez did pretty well. The difference between Montpellier and PSG last season was, seemingly, Giroud.

Hummels, Lahm, and Coentrao wouldn't go to PSG! Coentrao is at Real Madrid, Lahm is at Bayern and would be on a motza, whereas Hummels is the type of player that seems very comfortable in the Bundesliga.

You seem to be reading a lot of Wikipedia or playing a lot of FIFA12, but you don't seem to be recognising the emotional aspect of players. Do players want to go to Ligue 1? Do players want to play in a team where they aren't guaranteed a place in the first 11? No matter how much you pay players, some still just want to play at a high level in the first 11.

Yanga-Mbiwa, Nkoulou, Valbuena, Belhanda and Aubameyang are of no superior quality to the players PSG have already got on their roster.

They made wholesale changes and earned an extra 19 points! It doesn't prove or disprove anything.

I don't believe that some of the best players on the planet wouldn't be tempted to the richest club in the world because they weren't in the Champions League last year. They're in it now, so does the situation suddenly change? Tottenham are able to land Vertonghen and possibly Lloris and Moutinho, but they'll only be in the Europa League next year. Robinho went to City without knowing anything about them. Shearer chose the minted Blackburn Rovers over United. If PSG are prepared to throw enough money at it most players wouldn't take too much persuading to move to Paris.

Hummels, Lahm and Coentrao are examples of top drawer defenders. It doesn't need to be them specifically. Do players want to go to Ligue 1? Can a league containing Montpellier, Lille and Lyon be of such a poor standard? Joe Cole, Kalou and Utaka have recently made the move there; Hazard, Giroud and Diakite have recently come from there; Arsenal (Sagna, Koscielny, Nasri) and Newcastle (Ben Arfa, Cabaye, Marveaux) have found it a particularly fertile area for recruitment; and current internationals including Martin, Gourcuff and Remy still ply their trade in France.

A player would stand more chance of breaking into the PSG side, as they are rebuilding, rather than moving to Barca, Real, United or Chelsea. Someone like Lukaku, Sahin or Affelay would be virtually guaranteed game time at the Parc des Princes.

Yanga-Mbiwa is 23 and captain of the league champions.
N'Koulou is 22, has 25 caps for Cameroon and is reportedly high on Wenger's wishlist.
Valbeuna was second only to Hazard in the assist table last year and has been a virtual ever-present under Blanc.
Belhanda was named Young Player of the Year and was in the Team of the Year. He scored 12 goals from midfield to help Montpellier to the title.
Aubameyang is only 23. His strike rate for Saint-Etienne isn't far short of 1 in 2 and, with 8 goals in 25 appearances for Gabon, he has close to a 1 in 3 ratio for a lowly footballing nation.

In what way would they not be an improvement on recent signings such as Bisevac, Lugano or Bodmer?
 
Here is one, nothing to do with PSG but Francis Jeffers to Tranmere, been training with them so they can get a look at him to see if he is good enough.
