He is certainly thorough though.
He has never been in a comfortable financial position that would allow him to make risky signings , and therefore this feeds the impression of indecisiveness.

The rumour is, this will be the busiest July in years, so you maybe disappointed or pleasantly surprisedI haven’t followed Moyes’ transfer dealings since he left Everton, but he was never the most decisive. So given that and us basically having a whole new recruitment structure, those expecting us to have a flurry of deals lined up for the start of July are going to be disappointed.
I think the majority of our signings will be late July or August. Would be nice to have a squad capable and prepared to win Premier League games to start a season, as that wasn’t the case under Dyche.

It's more about agents fees and signing on fees etc, I only recently discovered - the contract amortization works over the length of any contract and depreciates monthly from an accounting perspective - so that in itself wouldn't preclude a transfer prior to 1st JulyThere seems to be no reason why deals arent able to be concluded now and post dated for July.
