I agree with you. However I would probably guess that those causing deaths are driving faster than the speed limit anyway. So what will happen is that they will still ignore the speed limits and kill people, meanwhile the millions who obey the speed limits and don’t kill anyone will just drive slower.....but we will see...... meanwhile the number of people murdered with knives is rising towards the roadkill number......

With regards to the deaths its possible you are right or well the high percentage of that number was just tools ignoring the law.
Still at 40 mph someone can be seriously injured. I suspect that many in the number about seriously injured were caused by lack of concentration and undue care.
I have had two friends killed by careless drivers so any scheme or plan to deter it is good with me especially in cities.
Anyway I think you may have missed the point were he and they were saying they were trying to make the areas more pedestrian friendly and cycle friendly. He and they are aiming to be more like their European counterparts. More pedestrian areas and more cycle lanes.
The idea is too make it safer and eco friendly.
Its near impossible to get rid of speeding completely and idiots on the road but at least it can be helped. Sure if they reduce it to 20 that would mean more penalty points and suspensions to those not paying attention.
But you said earlier that people cannot move because traffic is so bad in London that they will be crawling so not sure its really "hammering" them.
