on a free, Spurs can afford him, then Levy will sell him back to us for 30M.

But that thinking happens long, long before a medical mate. In fact, everything is agreed at that point - that's the final hurdle.

It's so bizarre that I'm even thinking perhaps he feared a drugs test or something during it?

Sounds like he either got a text from somewhere else, or Chelsea said, "if you fail this medical now, we'll sign you in January minus that £30m transfer fee, and we'll give £5m of that to you Ross".
Ross said OK and failed his medical.

I don't know, but something shady has just happened here.

Seems like this is a deliberate ploy - no urgency for him or the buying club to deal now as he's injured for months anyway. He'll wait till Jan, buyers will be able to get him with a lower bid and give him higher wages. Everyone but Everton wins. Not good.
