Making an offer does not constitute evidence that the management were the driving force behind it.
The Chelsea model has changed from sugger daddy to astute player trading which is why they loan so many players and profit from them.
An undervalued (due to circumstances) young English talent is an ideal investment opportunity. Even if only on the periphery of the team his value is almost certain to increase.
Good business for Chelsea but not a wise career move for Barkley.

We obviously gave him permission to speak to Chelsea. We agree a few and he engineers a hold-up which costs us big money. Guess who pays up - it'll be Chelsea or Barkley or both of them.
