Once an asylum seeker is sent to Rwanda they have to be given Rwandan documents, this precludes them from ever being sent back to Rwanda again if they return to the UK again.

I bet you this Rwanda idea will mutate into "well, if you go to Rwanda and get screened we will assess you there and then if you are approved you'll be flown to the UK".
