I would understand if Moyes put Osman in the middle, but for crying out loud, Billy is a natural wide player, Osman isnt.

Not having it. Moyes is far too loyal to players who are just not good enough. What happens when Arteta is back, will Osman still play? Probably.

He's a squad player at best, someone who can come on as a sub. He's not good enough to start - that's a cold fact.

Arteta played a long while with a groin strain (which can cover a multitude of diagnoses), as did Osman. Depends on how they are doing on the day, I suppose - I can see why two matches in a week might not be optimal, though. I wouldn't be surprised to see him come on again today.
