If they get a good goalie, I think they will have to be challengers. No one is ever so patient as to allow what will likely be a £250 million spend go without a challenge, certainly not Abramovich or fans! Maybe because it is Lampard they will be more patient, we will see. But they will be expected to really push for the big titles and to improve on their European performance a lot. And they should do so with these signings.
