As we found, building a new stadium takes a decade and more. Birmingham don't have a prayer of building it and filling it unless they are in the Premier League and competing. Nobody is coming from abroad to watch Birmingham without the Premier League. As for United, I think they are going through a periodic hissy fit where only building a giant stadium restores their own sense of superiority - because it sure isn't happening on the pitch at the moment, despite their recent (temporary?) improvement. Unlike, say, Real Madrid, United are well capable of going another decade without a domestic title. They have more in common with AC Milan or Juventus than they do Madrid, Barcelona, or Bayern. I doubt "Sir Jim" is flexible enough and humble enough to build such a stadium when his ego, greed, and entitlement will prevent him from doing a proper deal with surrounding landowners to get the project moving. He doesn't have a generous enough imagination to succeed.

I do have a feeling that the stadium, if it's built, isn't going to be for the football club though.
HS2 & mass investment into the area, a super stadium will be built for an NFL team / other sports and entertainment.
