Do you mean Bilbao specifically , or The Spanish in general ?? Im not saying its the most enlightened society , I just admire the Basque's , their history , the link to Liverpol , etc . Its just how I feel . Europe generally can be " picked-holes-in " as regards racism . The Basque's are no worse than anyone else .
As for the policy of only-Basque players . I think its marvellous. Barca do a similar thing as regards hating all things Spain ,( " The Man ") , but just didnt have the balls , or did have the financial acumen to refrain from such extremes . As I said , my opinon .

Specifically Athletic Bilbao. It's not even like they only allow players from the local area, it's very specifically a nationalist thing. And it's disgusting tbh.
