GORDON Brown has personally stepped in to try to save Everton’s aborted plans for a new stadium in Kirkby.

The prime minister has asked for high-level talks to focus on reviving the proposal for a 50,000-capacity stadium and a Tesco store, but without the accompanying shops that led to the scheme's rejection.

Under the new plan, the huge additional retail space would instead be built in Kirby town centre proper – one of the centres that a planning inspector ruled would be damaged by the original proposal.

Intriguingly, the rescue plan will be put forward after Mr Brown urged his ministers to find a way out of the wreckage of “Destination Kirkby”.

The prime minister is concerned not only about the impact of the rejection on the region, but also its effect on England's troubled bid to win the 2018 World Cup.

The bid organisers believe Liverpool – with its proud footballing heritage and fanaticism for the sport – simply must have a modern stadium good enough to host some of the matches.

Now Phil Woolas, the “Minister for the North West”, will meet senior officials from Knowsley council and, later, Tesco chiefs to try to breathe new life into the Kirkby move.

Senior government figures believe they enjoy some leverage over Tesco because the food giant's big expansion plans include proposed stores at major sporting venues, including the Old Trafford cricket ground.

Furthermore, Tesco chief executive, Sir Terry Leahy, is a lifelong Everton supporter and is known to have been bitterly disappointed by the Kirkby knockback.

Mr Woolas said: "This issue is far from over and the needs of Everton Football Club are still real.

"The government is committed to the regeneration of both Kirby and Skelmersdale and we will be working behind the scenes with all parties to see if we can take forward a Plan B.

"We are not going to leave this to the free market. I will be meeting with local civic leaders to use government power to intervene in this."

Mr Woolas will report back to the prime minister on progress.


A key issue is whether the stadium, Tesco and other shops can still be part of a single planning application – with Mr Woolas convinced they can be.

George Howarth, the Knowsley North and Sefton East MP, who supported the project, said it was "too early to say" whether the rescue plan could succeed.

But he added: "There are high-level talks and it's very encouraging that Phil Woolas, with the blessing of the prime minister, is engaging with Knowsley Council, Tesco and others to see what can be done."

It is 12 days since Communities secretary John Denham decided the £400m Destination Kirkby project would breach shopping policies designed to prevent supermarket chains from sucking business away from town centres.

However, ministers sensed a chink of light with the inspector's conclusion that it was the large amount of accompanying retail – not the Tesco store – that broke the guidelines.

After the Kirkby decision, Everton chairman Bill Kenwright told the ECHO “in terms of Kirkby the chapter is over and the book is closed.”

However government sources believe the club does still retain an interest in reviving the project, provided other parties do the “heavy lifting”.

Even if this was 'revived' it'd be challenged for years to come in the courts after the comprehensive rejection by the Sec of State....who identified transport and quality of life in the shadow of a stadium, in addition to the massive retail element, as being the problems.

So does this mean we get a government back hander?

If so, all they need to sort out is the Transport and free use clauses and I'd be, if not happy, at least comfortable.

Bruce, what do you reckon, chalk one up for interventionist government against the free market? :lol:



EDIT - In all honesty, my gut feel is that this is a non-story drummed up by the Echo who've leapt to some quite large conclusions..... we'll see

Pure unadulterated bullshit. A bone thrown to Howarth and his constituency party. I really do hope the club comes out quickly now to scotch any rumour of an Everton involvement. The club chairman has stated it's closed; the club CEO has stated it divided supporters like never before and must be avoided in the future.

Let's hope Kirkby gets something out of it, but the article makes no sense to me:

  • the present application is for an edge of town development not a restructuring of a present town centre
  • the application is for a vastly different retail proposal than first intended
  • the legal challenges to a volte face it would be legion
  • the stadium was criticised by the SoS as a threat to the quality of life of residents
  • the talk of a revived Kirkby stadium to help England's bid for the WC - the club didn't put any venue forward for the tournament!
Apart from all that, it's go. :unsure:

For what its worth, I think that Everton should move on. I am a supporter of Kirkby, and while I recognise that LCC are not all baduns (We fecked up KD not the Council), I'd want them to be as good as their words.

Mind you, I have the same issue in Barnet, and still our Council who's committed to keeping the club in the borough has come up with zero ideas.

As for the loop, it depends on who you want to believe really. It either 35,000 (Everton) or 50,000 (Keioc etc). Whatever the figure, it will be a landlocked stadia FOR EVER. Meaning we would not be able to expand even if demand was there.

But then, some people view Everton as small time anyway, so why worry.

HOK Sport (now Populous) believe 55,000.
 
well if the retail development was done away with, that tesco are obviously after creaming rent from, then we would be expected to contribute a lot more than 70 odd million.

this should be dismissed before it ruins our xmas, what the feck does Brown know ffs, one of his cabinet ministers turns it down, another is allegedly a keioc member, and he hopes to revive it. he'll be lucky to retain his seat this fat nob'ed never mind be p.m.

In his defence, I mean its early days yet, but it appears its not his doing.

I accept that. In fact, the reports I've seen and heard so far it's all about talks between Knowsley and Tesco and this Woolas feller from the government with Everton kept out of it. Nevertheless, the idea that a stadium could still be part of any new plan in Kirkby is out there and needs knocking on the head - not least because we need outsiders to see certainty.
