Practically no. Smith is responsible for identifying the players that Moyes wants. In the same way he worked for him when he was here under Kenwright. Hammond is negotiating the terms of those purchases, wages, fees etc. Kinnear is the CEO so has overall responsibility for running of the club. That’s it, in terms of first team recruitment. It’s not much different than how Moyes was operating first time round. He’s just got more money now.

This is why I don’t buy the “Moyes does the scouting and the recruitment team just sign off on it” thing. Why would Moyes have been so set on signing Aznou? Someone at the club scouted him and I really don’t think it was Moyes.
I think you've hit the nail on the head there Mike as to why our transfers haven't seemed smooth or in unison to one vision for where we're trying to go as a football club. I don't get the feeling Moyes fits in with the long term vision or the board and the transfer people but because we've been a shambles for the last few seasons they are reluctant to let Moyes go as they know he brings in experience and know how of how to keep a club stable and in the division
 
It's not you're right Mike. But if we're going to criticise transfer policy it's helpful to point out the players we're not going for who we should be

I'm confident our recruitment team have many right backs on their wish list. I'm also confident that Moyes has vetoed some of the suggestions. I'm also fairly sure the clubs these players play for are playing a hard bargain and we're either not going to just pay over value like before for these players and are trying to run our finances more professionally than in the Moshiri era. Would you rather pay over the odds in January for an okay right back or wait for a better right back and better deal in the summer which could quite easily be the reason why we're keeping our powder dry (you also have to factor in how new our transfer committee model is at the moment)
In the last summer window we decided not to sign a right back, even though the manager thinks the best current option is a centre back who is clearly out of his depth playing there. We instead chased a youngster from Southampton, paid something like £35m for him and don’t play him. We also paid £9m for a youngster left back who hasn’t played a minute. So I think fans are well within their rights to question the decision making involved in who/ what to prioritise in new signings. This whole notion that Moyes and Kinnear are trying to set out that there’s some kind of summer master plan just doesn’t hold any water when you look at the scatter gun approach last summer.

You’d have to get Matthew Benham then, and given that he’s a Brentford fan and the owner you’ve got no chance. As far as I can see the guys a genius. If he was the owner of Everton I have no doubt we’d win the league under him. I agree they aren't on the same page. Moyes is a stop gap to get us stable whilst Kinnear is trying to shape our long term future which makes sense as he'll ultimately be judged down the line for the state of our squad. The question is are our board brave enough to get rid of Moyes who will guarantee you a certain level of competence for a younger more dynamic manager who may be absolutely brilliant or worst case scenario another Lampard
