Not entirely true. There are West Bank Palestinians who take up arms against the settlers, and going back, several suicide bombers came from the West Bank.

The national-religious settlers are something else, though, you're absolutely right about them, and a big part of the current problems is the amount of power they now have in the government, army and security services.
