From my limited understanding, the population wants freedom but the government is worried about losing their power.
ISIS?cities are generally progressive (or at the very least want to be Beirut or Instabul), countryside (which I assume is "real Iran") is ISIS. We are similar. They have the young people to topple the govt though. However that might be the easy part, getting the right leaders in to fill the vacuum that's gonna be the make or break the country. Wanna be dictators (just as bad or worse) often start organizing and make deals w/ other countries all the while the people are busy protesting.
