Those teams have all spent huge amounts in recent years and right up to this summer. I honestly have no clue if they can't spend any more. But I don't read much into a January window because that's not where we see most big transfers.
Brighton have sold lots of good players for big money so fair play to them. But it shouldn't have to be the case that smaller teams are expected to sell their best players continually, before they spend money.
