Absolutely outstanding suggestion, everyone benefits wealthy owners can spend what they want cautious owners can remain cautious and it all benefits lower leagues all over the country.Just completely bin FFP, let owners spend what they want but put a "grass roots" tax (10%?) on all transfer fees above a certain value, eg 10 million.
Set up an organisation that manages investment in grass roots football and then all the revenue from the tax goes to them. Pay for pitches, floodlights, kit, training coaches, referees etc.
