I've read somewhere that some African Nations including Nigeria don't start counting the age of the child until they are registered at a government centre, which some parents leave for a few years. I don't know how true that is though. There is also this:

In the portuguese speaking african countries this is a real problem. Specially if we're talking about players coming from Guinea-Bissau.
