Prior to the Shah, ( including the enlightened Persian empire) it was relatively progressive.

He does make England’s best XI, but he doesn’t make Lord Southgate’s favourite XI.

Looking back at the last few games Foden hasn’t actually played that well for England, so can understand Saka coming in. There’s an argument for dropping Sterling but he’s one of Southgate’s untouchables. I don’t think he dislikes Foden at all.
Sterling shouldn’t even be in the squad based on form. It’s 100% favouritism.
