Depends on how it's structured. I'd say about 75% of transfers involving an Italian team (incoming) are loans with obligations to buy. It's a strange trend but very popular over there.

Apparently they can just about scrape together the loan fee, they have no chance of suddenly finding 15.5m in the summer.
