No. The only Institutional racism that exists in the United States is actually in favour of Blacks.
For example, Many Universities across United States (like Stanford) have been discriminating in favour of black people in hiring, contracting and financial aid since the 1960’s.
It’s called Affirmative Action.
However the biggest victims of Affirmative Action, are East Asians. They require a higher test score for college/University admittance.
Ironically, despite this, Asians have the highest odds of becoming a millionaire in the USA out of any ethnic group despite this unfair discrimination.
In the 1950’s when Blacks were actually oppressed in the USA. Only 20% of Black households were single parent. Crips and Bloods didn’t exist. Blacks weren’t killing each other in record numbers.
