Even if Trump doesn't impose the tariffs, any well run organization has to plan for them in January in case he does.

That means putting money into ordering, transporting and storing items, some of them very bulky.

So even if he doesn't implement tariffs at all there is a cost that is either going to be born by a) the company b) the consumer.
