Can any Americans here clarify what this ruling means? From what I have read, abortion is not illegal just the decision lies with each state. If Texas want to ban it they can, if California want to allow it they can. Is this correct?

In fact, 3 states already had laws on the books that go into immediate effect if Roe was ever overturned.
Some states will prosecute you for leaving one state to have an abortion in another. But that only applies for those with the means to travel to different states.

They may not have a choice. Im assuming these states are cheaper for people. A lot of people are too poor to just up and move to blue states.
