It should be. At minimum there should be a Senate Ethics Committee investigation. Quite a few lawyers I know believe this should also trigger a DoJ investigation.

Imagine if Bernie Sanders or Elizabeth Warren had called the South Carolina Secretary of State in similar fashion. I declare Senator Graham would have an epic case of the vapors.
