I know, he does in the books too, more so. In the show he had scenes like that one when he was talking to Shireen about her greyscale etc

Producers specifically included that scene so that the last one would sting a bit more.
I'm a little worried that the show-makers have become so self aware of GoT's reputation that they put controversy above solid story progression.

But without that scene it would have made a little bit of sense.

He did kill his brother as well though. Not massively out of character.

This. He isn't a nice character at all. Killing his brother, spurning his wife, using black magic. He has killed innocents before.

It was hurriedly done, a bit of time showing him getting increasingly desperate would have made it more believable but less of a shock I guess.

He's the dark side of Ned Stark, if that makes sense.
He believes in honour and upholding the law at all costs, or at least he did before his desire for the throne overcame everything else.
GRRM killed Ned to show that you can't be that nice and survive. If he had been as ruthless as Stannis in the beginning, he'd still be alive.
