No it's not - there's little or no subsidiarity. Just like an individual paying taxes, it's paid and then spent as the executive sees fit.

As has been proven many times, our EU membership and contributions return far more to our economy than the cost of investment.

Thank you mate, just to say the EU helped a few projects at what in the real world would be peanuts is hardly the reason to vote remain. Where is the view point for trade, employment, legislation, immigration.
