Though the European Convention on Human Rights is not an EU instrument.

Quite modest changes. And the numpty tories don't realise UK Supreme Court can be ahead of the the European Court of Human Rights in extending the scope of the Convention. UK courts already take account of ECtHR rulings, but can not follow them.

Most worrying is the precedent of Ministers not being bound by European Court of Human Rights rulings. How would it look if Hungary or Greece said that?
