Explain this to me. The Commission go to AZ and say "we want 80 million doses of your vaccine please and for these to be delivered in Q1". AZ then come back and say "sure thing, we can do that" and sign a deal to that effect. They may have said we need €300 million to help get our manufacturing up to speed, which was agreed and delivered. Then several months later AZ say "yeah, about those vaccines we promised you, we're gonna have to lop off 60% of the number we had previously agreed on".
How is that on the EU again? People are saying that they signed the agreement late, which they did, but how does that hamper AZ's ability to deliver on the promise they themselves made? I've heard arguments that by not signing until later AZ weren't able to iron out their manufacturing, as though manufacturing the vaccine in Belgium is materially different to manufacturing it here. It's nonsense.
