I don't think that they can control them, but they can certainly affect the involvement of UK financial services iin EU countries.

One early result is that Barclays have cancelled bank and card accounts of their clients who live in EU countries and have no UK address.

I am more than happy to be corrected, but I thought there was essentially "no deal" between the UK and the EU on financial services.

You will find most big the banks have set up small operations in EU countries. Remember the scare story about the City being decimated after everyone moved from London to the EU

Pretty sure you will find that every bank in the UK had offices in the EU anyrate. And vice versa. Thing is, some have started transferring assets over to them.
 
I meant on the EU. Now hopefully they will concentrate fully on defeating this terrible virus

I'll.put it simply for you.
Getting a trade agreement with the EU was the best news this year to do with the EU.
The vaccine was the best news of the year. Now that the agreement is sorted they can fully concentrate on defeating this terrible illness
