Did you miss the bit where he states "the Government will be able to take back democratic control of immigration policy, with a balanced and humane points-based system to suit the needs of business and industry"?
You seem to be interpreting this one article as some sort of U-turn from Brexit. I think it's wishful thinking on your part. The article you refer to is totally pro-leave, to the point that he talks about what he thinks the UK will be like outside of the EU.
I pointed this out the other day. Sadie Khan was spectacularly bad in the televised live debate. So bad that I actually found myself wondering how on earth he won the London Mayoral election. He's just openly hostile and aggressive.I think what swung the vote was the old labour voters in working class towns not believing a word people like Sadiq Khan says, EG a phrase he use'd was 'controlling borders was politics of hate', I heard a radio phone in after that and people was fed up, Remain camp (Who i supported) tried to be little people and scare people they failed to put a very positive message out and thought things like Blair and Cameron wanting to remain would sway voters.
Basically out of touch labour and torys MPs let the side down as they could not address the concerns of normal working class.

We can't have a points system with the EU if we have trade with the EU.
We can have a points system for people outside the EU, but we could have had that while staying in the EU anyway.
In short, as said above, you've all been had and didn't listen properly for propaganda and lies.

Free trade = free movement
Because you can't have access to the single market without free movement of people.
