I would like to see power passed back to local areas, with the exception of Foreign Relations, Military etc......

And what is your point, that the date is the end of 2020/ beginning of 2021.....I voted Leave and I’m happy with that. You seem to be unhappy about the dates yet voted Remain......I’m also happy with the £40Bn etc.....

Nope - that is how it used to work. The 2014 election (Junckers) took part under the Spitzenkandidat process, which was implemented as I said - Juncker's group got the most votes, so he was nominated.
Indeed, but as I understand it, perhaps incorrectly, is that the European Council then have to nominate him by majority vote before the ratification vote in the parliament.....this is the battle currently going on between the EC and the EP....
The EC are not happy about it, but the boat has long since sailed on that one and they will have to accept whatever the EP come up with - any attempt to block it and they will probably talk themselves out of existence (or at least will the moment that a grouping emerges with 51% of the MEPs).
