I don't understand what Cardiff are waiting for regarding payment? He'd signed for them so without question should be paying Nantes no questions asked.

Perhaps this happens with every single transfer payment. Selling club send invoice, buying club double check everything, like agent stuff, exchange rates, payment terms.
