The CEO said on City FM this morning he and the council had identified four sites within the city that it'd be possible to relocate to (unidentified as yet). So it looks like they're washing their hands of Goodison. He also said, though, that they're looking to the private sector to come in and match the "40% funding that Tesco offered at Kirkby" to make a move work. So, it's looking like the retail enabling solution is dominant in the thoughts of the board and that it'll be through that route - rather than a mixed use private/public sector football quarter type approach - that progress will be sought.
It's little wonder they're heading in that direction given Green's continued influence. Recent articles on this dimension and the shadow he casts over the future of the club here:

No doubt a full statement will come from Elstone on his research group's findings, but the philosophy guiding it seems clear enough: move from GP with the aid of enabling cash from another Tesco-type deal.
