Depends on the gun laws of the state as to what guns are available at what age. Think California where I live he still wouldn’t be able to legally possess, unsure about Pennsylvania.I imagine that’s more to do with U18 where parents are held to account.
This guy was an adult I believe - if the parent failed to secure the firearm they might look at some sort of accessory type charge but think they would be hard pushed to make it stick.

apparently he couldn’t legally get a handgun but could buy an AR-15. Our gun laws are very weird.
