I presume you yourself have not read the Mueller report and compared it to Barr's initial letter, press conference and Congressional testimony because if you had you wouldn't be quoting such statements.

Just a few examples
1) Barr claimed in his press conference that “the President took no act that in fact deprived the Special Counsel of the documents and witnesses necessary to complete his investigation.” which is a blatant lie as not only did the President refuse to testify himself but he/his lawyers actively tried to stop other witnesses from telling the truth as Mueller details in his report, heck Trump even tweeted praise for both Stone and Manafort for not cooperating

2) Barr repeatedly made reference to a belief that there has to be an underlying crime for there to be obstruction and that the obstruction has to do with the purported crime and that the evidence that Mueller found that the President was frustrated and annoyed by the investigate was a "non corrupt motive'.
This is not a theory supported by many other lawyers or case-law - indeed Martha Stewart was jailed for obstruction of justice during the investigation into security fraud and she didn't even get convicted with anything to do with the security fraud. Not to mention that Mueller stated in his report that there was other evidence that indicated that the President wanted to protect himself from an investigation into his campaign

3) In Barr's initial letter he selectively quoted the Mueller report on Russia contacts and said "the investigation did not establish that members of the Trump Campaign conspired or coordinated with the Russian government in its election interference activities." which conveniently left out the start of that sentence which is "Although the investigation established that the Russian government perceived it would benefit from a Trump presidency and worked to secure that outcome, and that the Campaign expected it would benefit electorally from information stolen and released through Russian efforts" which considerably changes the context of the multiple meetings with Russians.

And why did Barr bother restating Mueller's summaries in the first place if he wasn't trying to spin things - they are perfectly clear even to a casual reader and don't have many, if any, redactions. Which is probably why Mueller sent a snarky note to Barr stating his letter “did not fully capture the context, nature, and substance” of the full report which is a very clear statement that Mueller himself felt that Barr misrepresented his report.
