It was a lot easier to go for the best of the rest back then
Lot of different styles, a lot of money in the league now. I dont see it repeating at all. This year's collapse tells me that

That’s just bull. Easier in what sense? You had Leeds going at it big style, Blackburn, Newcastle, etc. it’s just recency bias in action.
 
Thing is, for a manager like Moyes win percentage alone isn’t an ideal metric. Given he’s nearly always been managing non-elite teams in the league, I think loss percentage is actually more important. He’s extremely good at making teams with lower budgets competitive, which is quite a unique skill.

Especially the sheer consistency of performance. It’s one thing to have a good couple of seasons, but to be able to maintain it over such a massive amount of games, especially in the modern game, is impressive.

Did absolutely fantastic to build the best Everton side he had on a shoestring. Arteta £2m. Pienaar £2.5m. Lescott £5m. Jagielka £4.5m. Howard £5m. Baines £6m.

But that spell aside, he spent significant amounts at United & at West Ham.

19/20: £30m in Jan
20/21: £55m (£10m Net)
21/22: £75m (£72m Net)
22/23: £190m (£170m net)
23/24: £170m (-£25m net loss)
Total spend: £520m, with net £227m

13/14: £75m (£74m Net)

This myth he works on a budget is utter nonsense. Riding on a former glory.

If you want steady, that's absolutely fine and respect your decision. But he's not a miracle worker for me. Very negative, and and safe, but happy to let narrative run that he never has a budget.
