There is genuine reasons why people would be out on the road , but you can't pull everyone and noone at the same time.

Just police discretion , who they pull over. Only way you can do it , and everyone will have a reason when you pull them , genuine or not.

It's sad to think that people still won't listen to what's going on and will think they can continue .

Dont think it makes much difference mate. The last thing any hospital needs is visitors. Well not the last thing, that would be patients.

In other news, 405000 folk have signed up to help the NHS with stuff. In one day. We are a pretty sound bunch when alls said and done.
